The test results were then broken into "below basic," "basic," "proficient" and "advanced."&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"   style="  line-height: 19px; font-family:Arial, Helvetica, sans-serif;font-size:13px;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"   style=" line-height: normal;  font-family:Georgia, serif;font-size:16px;"&gt;&lt;span class="Apple-style-span"   style="  line-height: 19px; font-family:Arial, Helvetica, sans-serif;font-size:13px;"&gt;Only 20% of U.S. fourth-graders, 17% of eighth-graders 1&lt;/span&gt;&lt;/span&gt;2% of 12th-graders who took the 2010 history exam were "proficient" or "advanced," unchanged since the test was last administered in 2006. The crowd was a healthy mix of VCs, Edupreneurs, industry players like &lt;a href="http://www.pearson.com/"&gt;Pearson&lt;/a&gt;, local practitioners, industry luminaries such as &lt;a href="http://en.wikipedia.org/wiki/Joel_Klein"&gt;Joel Klein&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Ron_Huberman"&gt;Ron Huberman&lt;/a&gt;, and &lt;a href="http://en.wikipedia.org/wiki/Adrian_Fenty"&gt;Adrian Fenty&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;A common theme I heard was that politicians in US are afraid to make such changes because they fear the environment here isn't ready for such reforms, and if they propose  changes, the public will react negatively, and they won't get reelected. So, the political environment needs to be more open to change.&lt;br /&gt;&lt;br /&gt;While we keep hearing about budget cutbacks in US, we should note that the US still  spends more per student than any other country in the world. So perhaps the Republicans aren't simply against education. The US has  been increasing budgets and shrinking class sizes over the last decade, but these aspects alone  have not affected student outcomes. That means we need to look beyond  these factors.&lt;br /&gt;&lt;br /&gt;ASU's president &lt;a href="http://president.asu.edu/about/michaelcrow"&gt;Michael Crow&lt;/a&gt;   explained that times have changed and education needs to change. Under  his mangement, ASU has improved student outcomes, increase enrollment  numbers, graduate rates, and research projects despite a 60% drop in  public funding. You can't do this by sticking with traditional models. Of course higher education isn't tightly controlled like K-12.&lt;br /&gt;&lt;br /&gt;Joel Klein explained that we should not be surprised that a monopoly  government institution with a unionized workforce resists change as this  is what our current education system really is. However, we have to do  something with urgency to prevent the "American dream from becoming the  American memory". Here are Mr. Klein's top five ways to reform our  system:&lt;br /&gt;&lt;ol&gt;&lt;li&gt;Move towards data-driven system. With data we can see what's working and what's not. Right now we don't have such details.&lt;/li&gt;&lt;li&gt;Move from textbook to digital. If history is any indication, this has greatly improved other industries.&lt;/li&gt;&lt;li&gt;Shift away from traditional school classroom model towards new models.&lt;/li&gt;&lt;li&gt;Embrace customized/individualized approaches to student education.&lt;/li&gt;&lt;li&gt;Rethink human capital. Are we mandating that teachers do bureaucratic tasks? How could they better spend their time?&lt;br /&gt;&lt;/li&gt;&lt;/ol&gt;These points resonated with with others said. Ron Huberman, a humble public servant that ran Chicago Public Schools with a $5 Billion annual budget expressed he could have done a much better job with $4 Billion if the system was free of the bureaucracy that holds in back. In the US, 90% of school board members are directly aligned with teachers unions. Can you say conflict-of-interest? But the problem is not union's alone. ASU and SkySong, thanks for being the conduit for much of our premed research.&lt;br /&gt;&lt;br /&gt;In this release, we've moved away from a strict individualization of student curriculum and more towards a guided journey to what you need to know. We now let students select which journey they'd like to pursue from Cram Session to Physics Booster. We've reworked thousands of concepts in math, chemistry, biology, physics, verbal reasoning and writing to be compatible mobile devices. We've moved everything to the cloud. We added a massive "question pool". We built support systems and trained resources to grade essays our client's essay according to AAMC's metrics.&lt;br /&gt;&lt;br /&gt;The research told us so much. We gave cameras to premed students to photograph and tell their stories of preparing for the MCAT. From this we learned that students have busy and varied lives, and may study anywhere and anytime. We conducted surveys of premed students that revealed weaknesses in our competition. Second hand research and monitoring of what's working in mobile, social media, web 2.0, etc provided the reality check for the underlying platform.&lt;br /&gt;&lt;br /&gt;We also learned that there's a lot of good content online. Yet finding it and tracking what you've learned vs what is covered on the MCAT is tedious. And fitting that into a busy schedule means the value of online test prep courses now is how to make efficient use of students' time.&lt;br /&gt;&lt;br /&gt;It was amazing studying so many educational theories and trying to fit them together to deliver an effective &amp;amp; coherent experience. This meant we had to iteratively rework the application dozens of times and occasionally have heated debates about which theories should be applied when, where and how. As my friend Waseem once told me, "figuring out what to execute seems to take forever; execution is the easy part."&lt;br /&gt;&lt;br /&gt;I learned that performance on standardized exams has more to do with applied knowledge than theoretical knowledge. I feel the same applies to building an elearning system. scores</title><content type='html'>While it's widely known that breast-feeding has many health benefits, a new study has reinforced earlier research to indicate that breast-feeding can boost your test scores!&lt;br /&gt;&lt;br /&gt;A study from Australia in the journal "Pediatrics" found that babies, especially boys, who were breast-fed for the first six months of life or longer, scored higher academically, including in standardized tests when they were older, than children who were not breast-fed. &lt;br /&gt;&lt;br /&gt;The research found that breast-fed boys scored 30% better in writing and 20% better in math at 10 years old than their formula-fed peers. &lt;br /&gt;&lt;br /&gt;&lt;object width="416" height="374" classid="clsid:D27CDB6E-AE6D-11cf-96B8-444553540000" term='scores'/><title type='text'>Early Findings from Gates Foundation on How to Measure a Teacher's Impact on their Students Learning Outcomes</title><content type='html'>The Bill &amp; Melinda Gates Foundation are researching the widely disputed issue of how to measure a teacher's efficacy through their &lt;a href="http://www.gatesfoundation.org/united-states/Pages/measures-of-effective-teaching-fact-sheet.aspx"&gt;Measures of Effective Teaching (MET)&lt;/a&gt; initiative. The more effective the teacher, the better the student outcomes.&lt;br /&gt;&lt;br /&gt;The foundation is trying to uncover "a more complete indicator of a teacher’s impact on student achievement" and how such an indicator relates to how teachers are recruited, developed, rewarded, and retained.&lt;br /&gt;&lt;br /&gt;The initiative just published their &lt;a href="http://www.gatesfoundation.org/college-ready-education/Documents/preliminary-finding-policy-brief.pdf"&gt;initial findings&lt;/a&gt;. &lt;br /&gt;&lt;br /&gt;In getting to the answer to the massive question concerning teacher efficacy, the MET initiative  captured 13,000 classroom lessons on video, student vs teacher perceptions of these lessons, and consider standardized tests and their relationships to students and their teachers. Based on this raw data, here are some early findings from the researchers:&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;1. In every grade and subject we studied, a teacher's past success in raising student achievement on state tests (that is, his or her value-added) is one of the strongest predictors of his or her ability to do so again.&lt;br /&gt;&lt;br /&gt;2. The teachers with the highest value-added scores on state tests also tend to help students understand math concepts or demonstrate reading comprehension through writing.&lt;br /&gt;&lt;br /&gt;3. The average student knows effective teaching when he or she experiences it. &lt;br /&gt;&lt;br /&gt;4. Valid feedback need not be limited to test scores alone. By combining different sources of data, it is possible to provide diagnostic, targeted feedback to teachers who are eager to improve. &lt;/blockquote&gt;&lt;br /&gt;Exciting stuff! Two winning applications composed of 44 States and D.C. Win Grants to Fund Assessments Based on Common Core Standards. &lt;br /&gt;&lt;br /&gt;The grant requests, totaling approximately $330 million, are part of the Race to the Top competition and will be awarded as follows.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Partnership for Assessment of Readiness for College and Careers, (PARCC)&lt;/span&gt;, (PARCC) is a coalition of 26 states including AL, AR, AZ, CA, CO, DC, DE, FL, GA, IL, IN, KY, LA, MA, MD, MS, ND, NH, NJ, NY, OH, OK, PA, RI, SC and TN. &lt;br /&gt;&lt;br /&gt;The PARCC coalition will test students' ability to read complex text, complete research projects, excel at classroom speaking and listening assignments, and work with digital media. PARCC will also replace the one end-of-year high stakes accountability test with a series of assessments throughout the year that will be averaged into one score for accountability purposes, reducing the weight given to a single test administered on a single day, and providing valuable information to students and teachers throughout the year.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;The SMARTER Balanced Assessment Consortium&lt;/span&gt; is a coalition of 31 states including AL, CO, CT, DE, GA, HI, IA, ID, KS, KY, ME, MI, MO, MT, NC, ND, NH, NJ, NM, NV, OH, OK, OR, PA, SC, SD, UT, VT, WA, WI, and WV. The assessments will be ready for use by the 2014-15 school year.&lt;br /&gt;&lt;br /&gt;The SMARTER coalition will test students using computer adaptive technology that will ask students tailored questions based on their previous answers. Some of the tips are consistent with what I've documented in other posts on this blog. Students were in 3rd through 8th grades. Warning it's 20 minutes. &lt;br /&gt;&lt;br /&gt;It turns out that there's an alliance with Korean and Costa Rican governments in order to share knowledge of elearning between these countries.&lt;br /&gt;&lt;br /&gt;From my research Costa Rica is a great area for elearning. Labor is reasonable on global levels. The infrastructure is good. The literacy rate is 96% which is the highest in the region.  Additionally Costa Rica has a population of only 4.5 million with strong government policies on education. Combine these facts with open source solutions and some hard work and you've got elearning.&lt;br /&gt;&lt;br /&gt;The only negative I personally see is that Costa Rica's local telephone company is a government monopoly. Thus telecommunications is not open to the best solution that competition delivers. He remained working there until 1994. &lt;br /&gt;&lt;br /&gt;He challenged the College Board's position that tutoring won't help prepare students standardized tests. “To say you can’t improve scores is to say you can’t improve students, and I disagree with that,” he told The New York Times in 1979. He convinced the Federal Trade Commission that students could be helped through test prep, and by doing so launched a multi-billion dollar test prep industry.  &lt;br /&gt;&lt;br /&gt;Mr. Kaplan was rejected from medical school, and yet later tutored thousands of students on the MCAT. In Manhattan the Rita and Stanley H. Kaplan Cancer Center at the New York University Medical Center is a reminder of his impact of this world.&lt;br /&gt;&lt;br /&gt;He loved his work. Kaplan spent long nights devising practice SAT questions and finding entertaining ways to teach the Pythagorean theorem.&lt;br /&gt;&lt;br /&gt;Mr. Kaplan believed that students should have access to higher education based on their capabilities, not financial backgrounds or connections. Ironically, many students in a recent survey conducted by Logical Steps at Arizona State University found that students perceived Kaplan's courses to be very expensive, but safe. Newsweek wrote the following.&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;Today SAT prep courses are often viewed as a pricey tool that gives an advantage to upper-middle-class kids in the admissions arms race, but for decades Kaplan's clientele was striving ethnic New Yorkers who hoped higher scores might put them on par with WASPy prep-schoolers and Ivy League legacies. The article quotes what Hyman wrote in the Observer, "There is almost an unspoken deal: we'll spoon-feed you the required information to pass your exams, if you play by the rules and do your homework on time."&lt;br /&gt;&lt;br /&gt;This is the recurring criticism of systems that use standardized exams, that students can simply be taught to what is needed to pass the exam, and nothing else. Right now the National Assessment of Educational Progress – known as “the nation’s report card” – ranks Virginia number one in the nation for fourth-grade reading proficiency by English language learners. &lt;br /&gt;&lt;br /&gt;Virginia’s ESOL program has also made significant strides to improve learning outcomes for English language learners – the Commonwealth now leads the nation in achievement. &lt;span style="font-weight:bold;font-style:italic;"&gt;We took a stand against standardized tests designed for native English speakers, and created alternative tests for English language learners instead.&lt;/span&gt; Virginia closed the achievement gap between English language learners and other students from 21 points to 9 points, and improved the pass rate on Standards of Learning tests by non-native speakers by more than 20 percent (from 55 percent to 78 percent) since 2003. He did this while following the instructions which do not include anything about morality. For Chinese students, who under the &lt;a href="http://en.wikipedia.org/wiki/One_child_policy"&gt;one child policy&lt;/a&gt; are their family's sole future earning potential, this is "a watershed that divides two dramatically different lives". If they score well, they can be accepted to higher education programs and go on to participate in the benefits of China's growth. If they they score poorly, there future is almost certainly to be working at the bottom of a very crowded peasant class. In Romania, &lt;a href="http://www.tol.cz/look/TOL/article.tpl?IdLanguage=1&amp;IdPublication=4&amp;NrIssue=330&amp;NrSection=3&amp;NrArticle=20692"&gt;teachers banned a standardized test&lt;/a&gt; on the Romania language citing issues over recent hiring and firing policy changes by the Education Department. &lt;a href="http://www.latimes.com/news/opinion/la-ed-assess10-2009jul10,0,4034502.story"&gt;Something similar is happening in Los Angeles&lt;/a&gt; too! Might this be because standardized tests can be used to measure teaching performance as well as student performance?&lt;br /&gt;&lt;br /&gt;In Arkansas, they're &lt;a href="http://arkansasgopwing.blogspot.com/2009/07/arkansas-test-score-scam-of-2009.html"&gt;using different scoring strategies&lt;/a&gt; between state and national standardized exams. Their national scores keeping struggling while state exam results are skyrocketing. Guess which set of scores local educators point to?&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.elpasotimes.com/education/ci_12867638"&gt;John Taylor Gatto and his latest book "Weapons of Mass Instruction"&lt;/a&gt; is leading the charge by education professionals who feel the mere existence of standardized exams leads to teachers teaching to those exams and neglecting other forms of education thus limited our students to becoming standardized drones. And when you read stories like &lt;a href="http://www.miamiherald.com/news/breaking-news/story/1151055.html"&gt;this one in Florida&lt;/a&gt;, you can understand his point.&lt;br /&gt;&lt;br /&gt;The poor and underrepresented minorities feel that the rich will always score better on such exams thus perpetuating a cycle of poverty. &lt;br /&gt;&lt;br /&gt;In Georgia, some people need to do some explaining about allegations on &lt;a href="http://www.ajc.com/metro/content/metro/stories/2009/07/08/georgia_tests_altered_0708.html"&gt;cheating on their standardized tests&lt;/a&gt;. &lt;br /&gt;&lt;br /&gt;Standardized tests are frequently misrepresented. They can powerful indicators but can be manipulated in the spirit of "lies, damed lies and statistics". Look no further than the recent debate over Sotomayor and the exams used with firemen. On both sides of the issue people are passionate about what the results of the exams really mean and if the exam was even a valid measure. &lt;br /&gt;&lt;br /&gt;Yet a serious alternative to standardized test hasn't emerged in the public debate. Whatever the case, standardized exams aren't going away. The subterfuge, discovered by education officials, cut across notions of fairness in a society that for hundreds of years has seen standardized exams as a channel for merit-based advancement.&lt;/blockquote&gt;&lt;br /&gt;&lt;br /&gt;While riots and death are definitely horrible and newsworthy, the two paragraphs above caught my eye because, at Dr. Flowers Test Prep, we've reviewed research on how to address stereotype threat - the fear that one's behavior will confirm an existing stereotype of a group with which one identifies and which can affect performance - within standardized tests. In Malcolm Gladwell's book, Blink, The Power of Thinking Without Thinking, he describes how our unconscious views, may be quite different from our stated views and that these unconscious biases may have in educational performance. Many of our projects over the years have required us to build things that we've never seen or heard of before. As humans our need for cognition leads us to seek to understand what we're building, how effective it will be and when it will be ready. Yet building something great comes from testing the boundaries and failing enough until you can formulate a strong enough hypothesis to build something that really works. This has caused us to reconsider what it means to deliver a product. We now view everything we work on in a state of evolution - a constant beta. &lt;br /&gt;&lt;br /&gt;The video goes on to discuss connecting processes. As we've seen with &lt;a href="http://revenuecycleuniversity.com" target="_blank"&gt;Revenue Cycle University&lt;/a&gt;, connecting processes allow one to see the big picture and how an action in one step can affect something else that no one is yet aware of. Yet such insight comes at a cost as you need to identify, document and analyze processes before arriving at any conclusion. To get this part right requires interviews, observations, phone calls, emails, forum postings, organizing, reflection, fine-tuning, etc. We've worked out a way that allows us to teach others how to discuss their own processes and that was no small feat. We've heard this too while collaborating with Arizona State University in discussions with Arizona Power Supply. Separately I've also heard this point from major technology vendors in the utilities sector too. &lt;br /&gt;&lt;br /&gt;This opens up great opportunities for younger people to backfill the positions. However, unless the skills are passed down quickly, the sector will likely face a skills shortfall. This is the brainchild of Ledama Olekina, a very busy guy. Besides running &lt;a href="http://www.maasaieducation.org"&gt;Maasai Education Discovery&lt;/a&gt; which has been bringing education to the rural communities in Kenya, running food drives and leading the charge to build Kenya's first national library system, he's &lt;a href="http://www.ledama.com"&gt;running for president of Kenya&lt;/a&gt;. &lt;br /&gt;&lt;br /&gt;With the help of the guys at &lt;a href="http://www.osslabs.biz"&gt;OSSLabs&lt;/a&gt;, we setup a &lt;a href="http://www.koha.org/"&gt;Koha library syste&lt;/a&gt;m and will iteratively customize it to support the needs of the Kenyan people. This is part of Logical Steps' latest joint venture with the amazing folks at &lt;a href="http://www.zimmermanrcm.com"&gt;Zimmerman&lt;/a&gt;. In this venture, In this venture, we've rolled out 20+ courses to a major health system in New York and are in the process of rolling out 10 new courses to 6 clients. Each course must be customized for the client, for a total of 60 courses, not to mention demo courses! &lt;br /&gt;&lt;br /&gt;As part of this initiative, we're also building a super cool learning system. I dare not say elearning system because that term has lost its meaning to me with all of the varieties, standards and actual ways that people learn online. That said, our system is leveraging the best from our work with new media platform R&amp;D including social media, animations, closed-loop feedback, healthcare specific asset libraries and many more exciting features. &lt;br /&gt;&lt;br /&gt;Considering that we have teams in US, Singapore and India working on this, we're managing 3 different holiday schedules. Each course has dozens of tasks and combined with the system development tasks, our current project plan has almost 1800 tasks. It reminds me of what a wise man once told me: people always reveal more when they are desperate. in the Walls Street Journal. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Having worked in Asia through the economic downturn in 1998, I know it can be tough. Back in those days, I worked for &lt;a href="http://www.lansa.com"&gt;LANSA&lt;/a&gt; under the direction of &lt;a href="http://www.linkedin.com/pub/3/987/a34"&gt;Gordon Davies&lt;/a&gt; and was charged with supporting our partner network in Asia. In such times, everyone had to cut back because spending dropped. I learned some lessons about partnering. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;First of all, in bad times, it's important to support partners all the more because they're faced with cut backs and their ability to service clients may drop. By stepping in to field questions and introduce ideas that are working elsewhere, it's possible to increase sales, quality of support and maintain education minimums. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Secondly, when the sky is falling morale is low. Maintaining a positive attitude is contagious that can spread to partners. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Also, traditional targets have to be taken with a grain of salt. Partners will already be trying to put on their best face to clients. There's little need to pressurize partners to meet numbers that are no longer tied to reality. Instead, meet with partners to formulate new targets based on what they see in their local market. This provides excellent market intelligence too. This can also help uncover if any partners are headed towards disaster. Let me tell you a story...&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Before I arrived on the scene in Asia, one of LANSA's partners with 30 clients one day announced they were closing their doors. There had been no warning and no chance to prepare for us to minimize the damage to LANSA's local reputation and future support contracts. As result the market shunned LANSA. An article by &lt;a href="http://www.usatoday.com/news/education/2008-12-09-math-sci-scores_N.htm"&gt;USA Today&lt;/a&gt; discusses the results of the Trends in International Mathematics and Science Study, or TIMSS.&lt;br /&gt;&lt;br /&gt;"It's discouraging," says Francis Eberle, executive director of the National Science Teachers Association. "Other countries are investing and we can see their progress," he says. "Do we want to be average?"&lt;br /&gt;&lt;br /&gt;That's a hard question to answer because the competition of education around the world is fierce. To be above average requires budgets and vision. All in all it's been pretty painless. There were a couple of obstacles that I encountered. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;For example, I almost did not buy a Mac because when ordering software through apple.com the reviews for Microsoft Office 2008 were so bad that I was scared away. Like most professionals, I need Word, Excel, PowerPoint and an email client. However, after reading through other online reviews and re-reading the reviews on apple.com I realized that Microsoft Office is fine for most Mac users. It's just there are problems with Exchange Server and lack of support for BookEnds. If you're using these, life may be bad. The other point made in the reviews is that there are not many new features added since the 2004 version. As I'm not using Exchange Server, BookEnds and MS Office 2004, 95% of the comments didn't apply to me. It took me a couple of read throughs to realize this! I bought Mac and have been using it for a week now.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;One issue with Microsoft Entourage is that there's no ability to set the amount of time before an email account times out.  That's kind of pathetic as it's basic functionality for an email client and one of my colleagues has been forced to stay with gmail until we can figure out a work around. In exploring this time out issue, it becomes obvious that there are a lot of people writing about this, but it doesn't show up in Microsoft's support pages. If anyone discovers a work around for this, please let me know. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Another minor point of frustration is that Skype operates slightly differently on Mac. My woes probably won't affect 99% of Skype users. I use Skype for business. I conference in colleagues from Singapore and India into calls in the US. When dialing into a conference line I'm asked to dial the conference code and press the hash ('#') key. Skype provides a nifty dialpad for this. However, this dialpad is not available if you're already in conference mode (e.g. have another caller in a Skype call). Thus I need to dial into a conference call, enter the code and then can initiate other Skype calls to conference in my colleagues. It's a pain to be sure, but the price is right so it's worth tolerating. I wrote to Skype about this problem, but received a general response explaining that there is a dialpad in Skype. This occurs because the formatting details are put into the clipboard along with the text.&lt;br /&gt;&lt;br /&gt;To remove the formatting and just copy and paste the text, there are two basic approaches. The first is to paste the text to a tool like Notepad. Then select and copy the text from Notepad. When you subsequently paste the text, it'll have no previous formatting. The second technique can be used when working with &lt;a href="http://www.fckeditor.net/"&gt;FCKeditor&lt;/a&gt;.
